If you have been searching homes in West Chester and noticed that two houses six minutes apart have completely different tax bills, different high schools, and in some cases a different school district, you are not losing your mind. You are running into the thing that confuses almost every buyer who moves here.
A West Chester mailing address does not mean you live in West Chester Borough. The Borough is 1.85 square miles. The 19380 and 19382 ZIP codes stretch well past its borders and into at least seven surrounding townships. So “where to live in West Chester, PA” is really a question about which municipality you want, and that answer changes your taxes, your commute, your yard, your trash pickup, and whether you can walk to dinner.
Here is how we explain it to clients, and how to figure out which version of West Chester fits you.
The short answer: there are two very different West Chesters
West Chester Borough is the walkable, historic county seat. Roughly 18,700 people packed into 1.85 square miles, with the Chester County Courthouse, a downtown historic district listed on the National Register, and West Chester University’s North Campus inside the borders. You get sidewalks, street parking, older architecture, and more than sixty restaurants within walking distance of Gay and Market Streets.
The townships around it share the West Chester mailing address but function completely differently. Bigger lots, garages, township trash and sewer billing, driveway parking, and generally newer housing stock. West Goshen alone is 12 square miles, more than six times the size of the Borough.
Neither one is better. They are genuinely different products, and buyers who tour both usually know within a weekend which one they are.
Living in West Chester Borough
I live in West Chester, and the honest pitch for the Borough is this: it is one of the few places in the Philadelphia suburbs where you can leave the car parked all weekend. The Growers Market sets up Saturday mornings at North Church and West Chestnut. First Friday brings the shops and restaurants downtown. Marshall Square Park sits on the north side, Everhart Park on the west, and Chester County Hospital is right there in the Borough.
Housing stock. This is where the Borough separates itself. You are looking at Victorians, brick twins, rowhomes, converted carriage houses, and a lot of homes built well before 1940, mixed with newer condo and townhome projects near downtown. Ceilings are taller, lots are narrower, and basements are older. If you love character, it is hard to beat. If the idea of a 110-year-old house makes you nervous, we should talk before you write an offer, because inspections here read very differently than they do on a 2005 colonial. Things nobody tells you until you are under contract. The Borough runs its own residential permit parking program. Permits are virtual now and tied to your license plate, and guest passes are capped at five consecutive days. The Borough also handles its own solid waste and bills sewer separately. None of that is a dealbreaker, but if you are coming from a township with a two-car garage, it is a real adjustment.
Who it tends to fit: buyers who want walkability first, people who work from home and want somewhere to go at lunch, downsizers who are done with lawn equipment, and anyone who has spent a Friday night downtown and decided they want to live in it.
The townships that use a West Chester address

West Goshen Township
The biggest and busiest of the group at about 12 square miles and roughly 23,000 residents, wrapping the Borough on the north and west. Most of its growth happened in the 1960s and 70s, so you see a lot of ranchers, split-levels and colonials from that era, plus newer townhome communities. QVC’s headquarters sits here, along with Brandywine Airport and West Goshen Community Park. Route 202, Route 3 (West Chester Pike) and Route 100 all run through it, which is why it is the convenience play: you are minutes from everything on 202 and still a short drive from downtown. It is also one of the areas where we see the most new construction in Chester County.
East Goshen Township
East of the Borough along Paoli Pike, and generally the pick for buyers who want a quieter, more residential feel with quick access to Route 352 and the Main Line. East Goshen is also home to Hershey’s Mill, a large gated 55+ community with its own golf club and separate villages, which is one of the first places we look when a client is downsizing but wants to stay local.
Westtown Township
South and southeast of the Borough, this is where you will find Rustin High School and Westtown School. Westtown levies both a general real estate tax and a dedicated open space tax, which shows up in preserved land and a more spread-out feel than West Goshen.
East Bradford Township
West of the Borough across the Brandywine. This is the rural-feeling side of a West Chester address: larger parcels, the village of Marshallton, and Stroud Preserve, a Natural Lands property with miles of trails that is one of our favorite spots to send buyers who want to understand what living out here actually feels like.
Thornbury Township
Worth knowing that there are two Thornbury Townships, one in Chester County and one in Delaware County, and both sit in the West Chester Area School District. A Delaware County address with a West Chester school district is exactly the kind of thing that catches people off guard.
Birmingham and Pocopson Townships
Here is the one that surprises buyers most. Both townships use a West Chester mailing address, Birmingham in 19380 and Pocopson in 19382, and neither one is in the West Chester Area School District. Both feed into Unionville-Chadds Ford. Birmingham also covers historic ground, including the Brandywine Battlefield area and the village of Dilworthtown.
If you take one thing from this article, make it this: do not assume the school district from the address.
School districts: confirm, do not assume
The West Chester Area School District covers about 75 square miles and includes West Chester Borough, East Goshen, West Goshen, East Bradford, West Whiteland, Westtown, Thornbury in Chester County, and Thornbury in Delaware County. It runs three high schools: Henderson, West Chester East, and Rustin. Rustin is located in Westtown Township and draws from portions of Westtown, the Borough, East Bradford, East Goshen, both Thornburys, and West Goshen.
Note the word “portions.” Within one township, two neighborhoods can feed different high schools. And as covered above, some West Chester addresses sit in Unionville-Chadds Ford instead.
We do not rank schools or tell clients which district is better. That is not our call and it is not a Realtor’s job. What we do is help you confirm the actual assignment before you fall in love with a house. Check the boundary maps published by the West Chester Area School District and Unionville-Chadds Ford School District, verify with the district directly for a specific address, and use independent sources like the Pennsylvania Department of Education for factual performance data.
Taxes: why two West Chester homes get different bills
Every property owner here pays three separate real estate taxes: Chester County, your municipality, and your school district. The county piece is the same for everyone at 5.164 mills for 2026. The school district piece is the largest line on the bill by a wide margin, and it is identical across every municipality inside the same district. The municipal piece is where West Chester addresses split apart.

Rates are set annually, so confirm the current year with the municipality or the Chester County Treasurer before you budget. The takeaway is not the exact number. It is that the municipal line is usually the smallest of the three, the school district line drives most of your bill, and the services you get for that municipal money vary a lot. West Goshen bills sewer and trash quarterly. The Borough runs its own solid waste operation and its own parking program. Some townships fund open space preservation directly.
When we work with buyers, we look at the full picture: assessment, all three millage rates, sewer, trash, and any HOA or condo fee. Two homes at the same list price in two different West Chester municipalities can carry noticeably different monthly costs.
Getting around
Commuting is the other thing that quietly decides this for people.
- By car: Route 202 is the spine, running north toward King of Prussia and south toward Wilmington. Route 3 (West Chester Pike) heads east toward Delaware County and Philadelphia. Route 100, Route 52, Route 352 and Paoli Pike fill in the rest.
- By train: There is no regional rail station in West Chester Borough. Passenger service to the Borough ended in 1986. Most rail commuters drive to Exton or Paoli on SEPTA’s Paoli/Thorndale Line, or to Wawa in Delaware County on the Media/Wawa Line. Where you land on that map matters, and it is a real reason some buyers choose East Goshen or Thornbury over East Bradford.
- By bus: SEPTA bus routes serve the Borough through the West Chester Transportation Center.
- Worth knowing: a local Railroad Restoration Committee has been working for years on a proposal to bring passenger rail back to the Borough, and Borough Council passed a resolution of support in 2022. It has not been funded or approved, so treat it as a possibility down the road rather than something to buy on.

The honest truth is that most buyers start this search with a ZIP code and end it with a municipality. That shift usually happens on tour day, somewhere between a brick twin on a walkable street and a 1990s colonial with a three-car driveway.
